Sir,
The question of adequate dock accommodation in Hongkong is a matter of great importance to the commercial prosperity of this Colony. At present there is only one large dock capable of taking the Battle-ships of H.M. Navy and the larger class of vessels of the Mercantile Marine, many of the latter having to wait some considerable time before they can be docked and in some cases they have had to seek docking facilities at some other port, and with the advent of several new lines of vessels of monster tonnage competing for the Pacific Trade, the necessity for increased dock accommodation will be largely accentuated.
With the view of meeting this demand, the Directors of the Dock Company resolved to construct another dock of large dimensions and on the 14th February, 1899, a letter was sent to the Director of Public Works, Hongkong, enquiring the terms on which he would recommend His Excellency the Governor and Council to allot to this Company a site contiguous to our Kowloon Establishment on which the proposed new dock would be constructed.
In reply, the Director of Public Works wrote on the 17th February, 1899, that the application would receive his careful attention and had been forwarded to the Government, but from the fact that much of the land asked for belonged to the War Department, and a part of it is what is known as "Military Reserve, some delay must ensue before a definite reply could be sent.
